The U.S. Cybersecurity and Infrastructure Security Agency (CISA) are reportedly struggling to maintain its core mission following significant staffing reductions and program cutbacks during the Trump administration’s first year in office.

According to sources cited by Cyberscoop, bipartisan lawmakers and cybersecurity industry leaders are expressing concern that the agency’s operational readiness has weakened. Over the past year, CISA is said to have lost roughly one-third of its workforce, resulting in the loss of key programs, experienced personnel, and institutional expertise.

Among the affected initiatives are the agency’s counter-ransomware efforts and programs aimed at advancing secure software development practices. Previous reporting also indicated reductions within CISA’s election security team. As the federal agency responsible for safeguarding U.S. election infrastructure, these changes have raised alarms among policymakers and experts.

Some critics argue that ongoing political disputes surrounding the 2020 election have contributed to a shift in priorities, potentially sidelining certain election-related security functions. In addition, hundreds of CISA employees were reportedly reassigned within the Department of Homeland Security to support broader immigration enforcement initiatives.

Concerns have also been raised about leadership stability. The agency has operated without a permanent director since 2025, and some sources cited management challenges under acting director Madhu Gottumukkala.

Collectively, lawmakers and industry observers warn that the combination of staffing losses, program reductions, and leadership uncertainty could leave CISA less prepared to respond effectively to a major cybersecurity incident.
